
OFFICERS
In compliance with current APPG rules, the PHRG has four Officers, who direct its work and oversee its administration, representing a range of political parties:

Fabian has represented the Leeds North East constituency since 1997, during which he has had a number of roles in the Shadow Opposition teams in Foreign Affairs and Defence, as well as having been a member of many Select Committees. His wide range foreign policy interests include: Latin America, the Middle East, Africa, freedom of expression, peace negotiations and reconciliation processes, support for human rights defenders, and the monitoring of arms exports.

The Rt Hon. the Lord Garnier KC
Conservative Party
"Human rights must remain high on the UK Government’s and Parliament’s foreign policy agenda."

Lord Garnier represented the Leicestershire constituency of Harborough as an MP between 1992 and 2017, and served as Solicitor General (2010-2012), in several Shadow posts including Shadow Attorney General twice, and on several Committees, including Human Rights. He was elevated to the House of Lords in 2018. He is a highly experienced barrister, currently practising from 4 Pump Court Chambers. His foreign policy interests include: corporate crime and sanctions, rule of law, judicial redress for victims of serious human rights abuses, and freedom of expression.

Ellie Chowns
Green Party
"The work of the PHRG is so necessary to bring international human rights issues to the forefront of our conversations on foreign policy, especially in connection with those people and places that are often forgotten.

Ellie Chowns is the Green Party MP for North Herefordshire, newly elected in July 2024. She has had an extensive career working for charities, including for Christian Aid on health programmes, for Friends of the Earth on road traffic reduction, in Uganada on peace projects, and in East London tackling fuel poverty. For 6 years Ellie worked for a Hereford-based international development charity. Her work is rooted in a deep commitment to protecting human rights and ensuring that marginalised voices are heard at both national and international levels.

Markus Campbell-Savours
Labour Party
The Group's role in championing political and civil rights across the world and standing up for those whose fundamental rights are being violated is important.

Markus Campbell-Savours is the Member of Parliament for Penrith & Solway, newly elected in July 2024. Previously, he served as a Councillor for Keswick on the Cumberland Council, where he held various executive roles, including governance, adult community health, and transformation. Markus also served as a District Councillor for Allerdale Borough. He has extensive experience in both public service and business across multiple sectors and was a member of the Lake District National Park Authority.
